Decision Packets

Deterministic, read-only packets replace ad hoc reasoning. Each one carries a content-derived identity, so a decision can be re-derived and audited.

Re-fetching the same decision returns the same identity. Material evidence or a policy change mints a new one, so every action traces to the exact decision that authorized it.
